DAVID WESLEY KELSEY gifted with probation after his dog was found emaciated and covered in blood

On Friday, February 24, 2023, 67-years-old DAVID WESLEY KELSEY (pictured), pleaded guilty to one misdemeanor charge of cruelty to animals and judge Robert Harper gifted him with a 3-year probation sentence.


On August 7, 2018, Abilene Police Department executed a search warrant at KELSEY’s home on Old Anson Road, with hopes of finding evidence related to an undisclosed street crime.


In the backyard on the property, officers saw a large dog who was bleeding from the nose, was also tethered to the porch and had minimal room to move. Officers reported that there was no food or water for the dog and the only shelter was a table and an old door.

Police also said that “Blood covered the dog’s lower front legs, its muzzle, and mouth.”


When officers questioned KELSEY about the dog, he gave different versions of the facts. He first said that he had no idea why his dog was bleeding. Then, he claimed he could not afford to take his dog to the veterinarian but investigators were able to prove that was false.


Animal control removed the dog and took him/her to Animal Health and Medical Center where Dr. Allen J. Bolt, DVM, diagnosed a severe case of heart worm. According to Dr. Bolt, the dog had been infected for at least a year. He also rated the furbaby 2 out of 9 on the emaciation scale.


KELSEY was released from custody after posting a $5,000 bond.

Another judge who does not (will not) consider any animal a victim. They had out these bogus ‘sentences’ like candy. I am from Texas, not this county thank goodness, but it’s all over Texas. The cruelty, the ‘don’t give a damn-itis’. It took the governor several attempts to get the tethering law right. We have 115+ temps here in the summer but abbott said he ‘thinks owners’ will do the right thing when it comes to tethering dogs in the yard with no shade. Several dogs had to die horrible deaths before enough people changed the moron’s mind. Now this fat putz gets a slap on his fat wrist for this poor baby’s suffering. Damn! Just damn!
