DELAINE ABEE LOWRY arrested for intentionally drowning her dog

On the afternoon of November 18, 2024, deputies with the Monroe County Sheriff's Office responded to Palmetto Avenue in Big Pine Key in reference to a dog who had been drowned.


A neighbor, whom I will refer to as SH, told deputies that 72-year-old DELAINE ABEE LOWRY (pictured), went to his home holding a wet deceased puppy. She told him she had just drowned the dog and asked him whether she could bury him/her in his yard. To that, SH answered no and LOWRY said: “I’ll just throw it over the fence.” SH then asked LOWRY to leave.


A deputy went to LOWRY’s home and asked her where the dog was. According to the affidavit, LOWRY handed the deputy “a white plastic grocery bag containing a deceased Mini Schnauzer puppy (Approximately 2-3 pounds, 6-10 months old).”

LOWRY then told the deputy she had to kill the dog because the dog was going to kill her.


While a deputy went inside LOWRY's home, another deputy remained outside and stood by the furvictim. LOWRY then attempted to retrieve the deceased puppy stating she was going to bring him/her “back to life.


The puppy was turned over to Florida Keys SPCA Animal Control Officer Evans who then took the puppy to Cruz Animal Hospital for a necropsy.


Other dogs who were found at the home were removed and placed in the care of the SPCA.


LOWRY was placed under arrest and transported to Lower Keys Detention Center on felony aggravated animal cruelty charges. She was released after posting a $35,000 bond.


Two days after her release, LOWRY ended up back behind bars for trying to break into the SPCA shelter in Marathon.


On the afternoon of November 20, 2024, deputies with the Monroe County Sheriff's Office responded to the Florida Keys SPCA on Aviation Boulevard regarding a burglary in which a door was “pried open”.


Security video identified LOWRY as the responsible party. The sheriff's office said that video showed LOWRY “traversing a fence and taking other means to enter the property illegally.”


SPCA staff said LOWRY was known to them and that she was trying to retrieve dogs who were confiscated from her following the Monday arrest when she drowned the Mini Schnauzer puppy.


When deputies went to LOWRY's home, she was wearing the same clothes as seen in the security video.

She was taken back to jail and she is now also facing charges of burglary and criminal mischief.


At the time of writing, online arrest records show that LOWRY is still in custody and according to court records, she is scheduled to be arraigned on December 5, 2024, at 9:00 a.m.
