An animal cruelty investigation conducted by the St. Mary’s County Sheriff’s Office led to the execution of a search and seizure warrant at a residence in the 30000 block of Gershwin Road, Charlotte Hall, on January 15, 2025.
According to a press release by the sheriff’s office, at the residence deputies found more than thirty dogs “living in unsafe and unhealthy conditions.” The release stated that many of the dogs “appeared malnourished, underweight, and lacking medical care.”
Deputies learned that the residents of the house, 35-year-old DOMINIQUE TIASHA PARRISH and 51-year-old KELVIN LOVERN SHEPHERD (both pictured), had been performing illegal procedures on the dogs, and evidence of these procedures was recovered at the scene.
Officers from the Animal Services Division of St. Mary’s County Government’s Department of Emergency Services removed a total of thirty-six dogs.
All of the Voiceless Victims were taken to the St. Mary’s County Animal Adoption and Resource Care Center for evaluation and treatment.
PARRISH and SHEPHERD were charged with multiple counts of aggravated animal cruelty, animal cruelty, and performing unlawful medical procedures on dogs.
SHEPHERD was additionally charged with illegal firearm possession as during the search deputies found a Ruger 9mm handgun and ammunition. The sheriff’s office said SHEPHERD is prohibited from possessing firearms due to a prior conviction for a disqualifying crime of violence.
The investigation is ongoing and additional details cannot be disclosed at this time.
