On Tuesday, February 22, officials found several live and dead animals inside a home along West Pea Ridge Road in Cabell County.
Mr. John Rutherford, a humane officer with the Huntington-Cabell-Wayne Animal shelter, told WSAZ that “with help from the West Virginia Division of Natural Resources (DNR), they found numerous animals both alive and dead -- ranging from household pets to venomous arachnids.”
The person taking in all of these poor animals was identified as 34-years-old JESSICA DALE NEAL (pictured below) who has a history of animal cruelty charges.
When officials went to NEAL’s home to serve a search warrant, “She didn’t want to come out at first until we went inside, but luckily the door was unlocked and actually ajar. So, we were able to go inside with the search warrant”, said Mr. Rutherford.
He also said that NEAL’s home had been searched before and that she was ordered not to have any animals.

6 rabbits
3 bark scorpions
3 pigs
2 deathstalker scorpions
2 kittens
5 dead box turtles
3 dead kittens “in freezer”
1 dead alligator “in freezer”
1 dead bark scorpion
1 dead cat
1 dead dog
1 dead tarantula
Mr. Rutherford said that NEAL claimed “she doesn’t know anything about any of the animals that were there.”
During the search, NEAL was arrested for pending drug charges after marijuana was found inside her home.
On Wednesday, February 23, NEAL was video arraigned from the Western Regional Jail.
She is facing 30 counts each of six different charges, including cruelty to animals.
WSAZ report that in 2019, they covered another story where NEAL was charged after exotic animals were found dead at her home on Hughes Street in Huntington’s Westmoreland community.

I cannot fathom why the venomous creatures & an alligator, dead & alive, were kept as ‘pets’. I suppose they actually weren’t since they were dead, but why on earth did she keep their bodies? It appears she collected animals but didn’t bother to care for them. Hopefully a necropsy will be performed on the dog & cats. Since this horrid human was already known & forbidden to ‘own’ any animals she must not be given a third chance! RIP to all that suffered & please get better to all that survived.
