After hearing back from the Miami-Dade State Attorney’s Office I learned the following:
“In Sept 2023, the defendant was found incompetent to proceed and involuntarily hospitalized. The State argued that he should be committed, however the Judge found that there were less restrictive placement alternatives. At the last report date, I believe that it was represented that he has made significant progress and should be restored in the near future.
When he is restored to competency the case will be assigned to and Assistant State Attorney.”

I have emailed Terry Gonzalez-Chavez, Public Information Officer of the Miami-Dade State Attorney’s Office, and inquired at what stage this case is.
However, online court records show that AMARO was scheduled to appear in court on June 23, 2022, and a hearing is scheduled to take place on September 8, 2022.

A court date is coming up for a despicable individual who used his belt to strangle an innocent and defenseless 1-year-old terrier mix dog to death in September 2021.
On September 22, 2021, the Hialeah Police Department received a call about an aggressive man and a dog who may have been injured.
According to the arrest affidavit obtained by Voice For Us, police responded to 85 West 10th Street and upon arrival, 36-years-old KENNY HUMBERTO AMARO (pictured) was located in the middle of the roadway “acting irrationally.”
Officer Gamez was flagged down by the dog’s guardians who advised him that they found their dog named Rocky “lassoed to a traffic street sign.”
Police questioned AMARO about the incident.
AMARO said he had seen Rocky in front of the furbaby’s home and added that the dog acted aggressively toward him.
AMARO also told police that he then lured Rocky and grabbed him “for the safety of the community.”
AMARO said that’s when Rocky repeatedly bit him.
AMARO went on to say that he put his belt around Rocky and swung him in circles several times while the dog was suspended by his neck.
What a surveillance camera captured, however, belied AMARO’s version of the facts.
Police said that footage showed AMARO that had spotted Rocky on the front porch and he bent down to lure the furbaby to him.
Rocky can be seen walking up to AMARO in a non-aggressive way and then walked past him. Rocky then returned to the porch of his family’s home.
AMARO tried once again to lure Rocky to him and as soon as Rocky walked up to him, AMARO took off his belt and wrapped it around Rocky’s neck.
AMARO proceeded to pull the belt as he stood up and then spun Rocky around by his neck several times.
As if that was not cruel and evil enough, AMARO went on to pin Rocky to the ground and he continued to strangle him before spinning him around again.
AMRO kept holding and pulling the belt as Rocky “lies motionless in the roadway”, said police.
Police said, according to the video, at no point did Rocky ever act aggressively toward AMARO, nor did he back away from Rocky as if in fear for his safety.
AMARO was charged with animal cruelty with the intent to do harm or kill.
The day following his arrest, the MURDERER appeared in court and said: “I did not kill the animal on purpose.”
He repeatedly said: “I did not kill the dog. It was a dangerous dog; a mean dog. I did not kill the dog. I tried to grab the dog so I could give it back to his owner and the dog started biting my hand.”
Judge Thomas Rebull, set bail at $25,000 and electronic monitoring under house arrest.
Rocky was a rescue dog and everyone who was interviewed by Local 10 News said that he was a very sweet, friendly, and playful puppy.
Caroline Venditti started a petition addressed to Miami-Dade State Attorney Katherine Fernandez Rundle and Miami Criminal Court System asking justice for Rocky.
According to the petition, after AMARO pleaded not guilty, the Chief State Attorney Kathleen Hogue, upped the charges to 1 Felony count of intentional animal cruelty.
AMARO is scheduled to appear in court on June 23, 2022, at 9:00 a.m.
Online court records list Isabella Alsina as AMARO’s defense attorney.
