An investigation conducted by the Chester County Sheriff’s Office and Chester County Animal Care and Enforcement resulted in a search warrant being executed on a home on Berrywood Lane in Fort Lawn.
On August 3, approximately 51 dogs were removed from the property.
The Herald reports that Shane Stuart, Chester County Supervisor, said three of the dogs seized from the home, have since died, two of them were euthanized.
Spokesman Grant Suskin of the Chester County Sheriff’s Office says that 73-year-old ROY SYLVESTER CARTER JR. (pictured below), was arrested and charged with two felony counts of ill treatment of animals in general and torture.
In South Carolina, both of these charges carry a maximum sentence of 5 years in prison and a $5,000 fine for each conviction.
CARTER was also cited for 48 Chester County ordinance violations for failure to vaccinate the furbabies for rabies.
This is still an ongoing and active investigation.
Stuart also said that the county animal shelter remains closed for incoming animals because of the number of animals taken into custody in connection with this case.
The shelter, however, is open for adoptions.
