The Winters Police Department arrested 25-years-old ANASTASIA MISCHENKO.
Police said in a media release that on the early morning of November 27, 2023, a call came through reporting that a female, later identified as transient ANASTASIA MISCHENKO, was chocking and beating a dog in the parking lot near Starbucks in the 700 block of Matsumoto Lane.
When an officer responded to the scene, MISCHENKO “barricaded herself in a black SUV with numerous dogs, threatening the officer that she had a weapon”, said police.
The officer then reached out to the Yolo County Sheriff's Office for assistance.
According to police, MISCHENKO exited the vehicle after over thirty minutes of communicating and negotiating. Once out of the vehicle, she resisted when officers attempted to detain her. MISCHENKO was eventually handcuffed and transported to the Yolo County Jail on misdemeanor animal cruelty charges as well as resisting/obstructing an officer. Police said she will be evaluated by mental health staff at the jail.
Yolo County Animal Services were also called to the scene, and they removed a total of six dogs who were found in the vehicle.
Police advised that “Pursuant to California Penal Code 13665, a photo of the subject will not be provided by the Winters Police Department.”
