Office of Constable Alan Rosen, Harris County Constable Precinct 1 Animal Cruelty Investigators, arrested 66-years-old DWIGHT PAUL HANKINS (pictured) on felony animal torture charges after being caught on surveillance video throwing a female Husky puppy, named Victoria, over the railing of his second-floor apartment. Surveillance showed the furbaby falling onto the pavement, approximately 15 feet below, unable to move.
The distressing footage goes on to show that after throwing the puppy, HANKINS walked back into his apartment and closed the door as if he had just thrown a bag of trash!
The incident happened on Tuesday, November 29, 2022, in the 13900 block of Victoria Street.
Houston SPCA rescued the VOICELESS VICTIM and provided immediate medical care.
In a Facebook post, the non-profit explained that Victoria sustained a broken back right leg and said that she has a few other medical issues that need to be treated.
Houston SPCA also said that “Because the animal was abandoned, a Houston SPCA animal cruelty investigator was able to rescue the dog without a warrant and bring her back for immediate care by staff veterinarians and the animal care team. The puppy will remain on campus while she heals.”
Victoria underwent surgery and her broken leg was amputated. The good news is that the furbaby is doing well and she is now recovering in a foster home.
In a press release Houston SPCA said that Adam Reynolds, Chief of Animal Cruelty Investigations for the Houston SPCA, sent out a message for anyone who commits such horrific acts of animal cruelty. He said: “Take note. There are animal lovers everywhere, especially in Houston, who are going to help us stop your violence against animals by capturing it on video and filing a report with us.”
Harris County Precinct 1 deputies said HANKINS was arrested on felony animal cruelty to a non-livestock animal, causing unjustifiable/unreasonable pain and suffering and he could face up to two years in jail and a $10,000 fine.
Online court records show that HANKINS is due back in court on December 19, 2022.
