On Friday, March 28, 2025, deputies with the Office of Harris County Constable Precinct One Alan Rosen arrested 43-year-old LAKESHA LAQUESHA NEAL (pictured).


NEAL is accused of torturing two dogs who were in her “care and custody”, according to the Harris County Precinct 1 Constable’s Office.

The abuse, which was caught on surveillance camera, occurred at an apartment complex in the 800 block of Greens Road.


In one video reviewed by Constable Precinct One animal-cruelty investigators, NEAL can be seen “kicking a mixed-breed dog in the head and choking it to the point that its eyes were bulging”, stated the press release. The dog was also “strangled so tightly by a collar and leash” that he/she vomited.


In another video, NEAL can be seen “kicking, slapping, punching, whipping and choking the same dog, as well as another canine, also a mixed breed.”


Investigators say the furvictims were left outside in direct sunlight for hours without food, water, or shelter, including during a period when temperatures hit 86 degrees.


Following a joint investigation with the Houston Society for the Prevention of Cruelty to Animals (Houston SPCA), NEAL was placed under arrest at her residence.


Harris County Precinct 1 Constable’s Office said deputies are trying to locate the dogs to check on their welfare. I was told by a spokesperson that one dog is a Pitbull mix and the other is a Lab mix.


NEAL was charged with two felony counts of cruelty to non-livestock animals. If convicted, she faces up to ONLY two years in state jail. For now, she’s out free!


Constable Alan Rosen said: “We have to be the voice of the voiceless. She tortured these dogs and we are grateful all those who step forward to report abuse.”

The Humble Police Department is reaching out to the public for information after a female heartlessly tied a helpless puppy to a dumpster leading to the death of the furbaby.


In a media release, police said that the female “was recorded on video walking from First St. in Humble onto Dennis Street to the City of Humble Animal Shelter located at 240 Dennis St.”


Police said the female tied the Voiceless Victim, a tan and white 6-8-month-old male Pitbull mix, to a dumpster “with a piece of orange 550 cord around his neck. The dog was struggling and thrashing while she did this.”


As stated in the release, after tying the puppy, the female walks away and never looks back. The puppy continues to struggle and sadly, within two minutes he became unconscious and tragically lost his precious life.


If that puppy had been able to talk, he would have asked for help, so it’s up to us now to speak up for this Voiceless Victim.


Police posted a still image of the female with the dog but as you can see, the image is not very clear. Police described the evil suspect as a black female “wearing [gray] sweatpants, a pink sweatshirt, a white hat and white slides for shoes.”


This despicable female is wanted for felony animal cruelty and she needs to be charged. As police wrote in a Facebook post, “Please, please, please contact the City of Humble Police Department if you have any information on this suspect.”


If you have information and don’t come forward, you are just as guilty.

Authorities did not disclose the furbaby’s name, so I took the liberty of naming him Jonquil for the tribute image. Should his given name be made public, I will rectify it accordingly.


This is the only thing that I can say to this filth. Next time that you think that you are entitled to demand respect for your pathetic and useless life, REMEMBER what you have done to another life!

I hope you meet the same end as the innocent puppy!!!!

The Office of Constable Alan Rosen, Harris County Constable Precinct 1 is investigating after a dog was found abandoned on a balcony.


The agency explained in a media release that on October 24, 2023, one of its animal cruelty investigators along with the Houston SPCA were dispatched to an apartment complex on 12303 Gulf Freeway in Houston after receiving a call about a dog who had been abandoned.


On the balcony of an apartment located on the third floor, officials found indeed a dog “with no food/water or shelter”, stated the release.


Investigators said that the Voiceless Victim “was reported to be on the balcony for at least three weeks but started to show severe emaciation recently.”


After executing a seizure warrant, the furvictim was removed and taken to the Houston SPCA to be examined.


As stated in the release, the investigation is ongoing and once completed, it will be handed over to the Harris County District Attorney's Office.
