The Bedford County Sheriff’s Office announced the arrest of 38-years-old COLLEEN LAGINES (pictured) for animal cruelty and child neglect.


In a news release the sheriff’s office said that on Thursday, September 15, 2022, along with the Department of Social Services deputies responded to a property on Jeters Chapel Road to conduct a home visit for an 18-year-old “autistic student who was not attending school.”


Upon arrival, officials found the home to be “heavily overgrown with sounds of dogs barking coming from inside the residence along with extreme odors emitting from the house. During the investigation, we learned that the mother had abandoned the two children at this house”, said the sheriff’s office.


Animal Control was called in and officers found “badly emaciated and deceased animals.”

As indicated in the release, many animals were transported to Riverside Veterinarian Clinic for assessment and care.


LAGINES was arrested on September 16, 2022, and charged with four counts of felony child abuse and neglect but Bedford County Sheriff Mike Miller said this is an ongoing investigation and additional charges may be sought at the completion.

Online arrest records show that LAGINES is being held at the Amherst County Adult Detention Center with no bond.


In a Facebook post, Friends of Bedford County Animal Shelter said: “Thanks to immediate action from Bedford County the animals that were brought in were signed over by theirowner”. Now the three Pibbles that have been starved and left in their own urine/ feces will get the care they greatly need before heading to forever homes and this horrible chapter in their life will be put behind them. Each dog had a body score of a 1, which is the WORST possible score. The number one concern was organ failure due to starvation. Thankfully, their bloodwork came back much better than we feared. These little survivors will have to stay at Riverside Veterinary Hospital, where they are under the excellent care of Dr. Ryan and Dr. Young. So far, other than getting some weight on them, and taking care of all the sores on their bodies, we know that one of the dogs will need two masses removed. Once ready, the girls will need to be spayed as well. This will be sponsored by Friends of Bedford County Animal Shelter, which will make a sizable dent in our funds. We are reaching out to ask that if you can donate, even a few dollars, to help with the cost of their vet care it would be so very appreciated. Every dollar counts, as we are an all-volunteer rescue group that helps supply additional care to county shelter pets.”

Town of Frankfort Police are investigating after a malnourished dog was found in the weeds on Bleecker Street near the intersection of Center Road on Tuesday, September 13, 2022.


Police said a pedestrian found the dog who was laying inside of his cage, with the door open and his leash placed on top of the cage.

As police said, “It is apparent that this pup was mistreated and abandoned.”


Thankfully, the furbaby is now in good hands in the care of the Herkimer County Humane Society. Staff are doing an amazing job at putting the furbaby back on his feet.


Police and the Herkimer County Animal Cruelty Investigator are both handling the investigation and are reaching out to the public for help in hopes of finding the monster(s) responsible for this.

The Charleston County Sheriff's Office is investigating after a female Chihuahua puppy was found abandoned in a plastic storage bin on Tuesday, September 13, 2022.


Charleston Animal Society explained through a Facebook post that the furbaby, now named Billie, was found “left bleeding with a broken jaw and eye socket, in a plastic storage bin in the Midland Park area of North Charleston. Children who saw the puppy in the bin on a neighborhood walking path told their mother who then contacted authorities.”


Billie was then brought to Charleston Animal Society for lifesaving treatment. She is receiving pain medicine, X-rays were taken, and she is on a feeding tube.

Charleston Animal Society said along with a fracture to her right jaw and her left eye socket, Billie also had a puncture wound. Billie “did not like her feeding tube and pulled it out, however, she is now eating soft food and sleeping comfortably under the close eye of shelter staff and veterinarians.”


Charleston Animal Society Associate Director of Veterinary Medicine Ryan Pelletier, DVM said: “We believe her injuries are going to heal, it's just going to take a little time. She's lucky that she was found and brought in when she was.”


Charleston Animal Society Vice President of Operations and Strategy Aldwin Roman, CAWA expressed concern for Billie’s injuries and said it is also just as important to find who did this to her. “We are concerned with the significant head injuries Billie suffered and what caused them, but as importantly, we want to know why someone left her in a bin alone, in so much obvious pain”, he said.

He then added: “Billie was found in the bin with a pee pad and blanket, so it seems clear someone had been caring for her. Yet she was abandoned with life threatening injuries which is cruel and unnecessary. Someone knows what happened to this poor dog and needs to come forward.


Charleston Animal Society is offering a $5,000 reward for information leading to a criminal conviction of those responsible for Billie’s injuries.
