On Thursday, January 23, 2025, in North Central District Court, 47-year-old DELON EVAN DAVIS (pictured), pleaded guilty to the charges of animal cruelty and theft in two separate cases.


DAVIS, of Minot, was scheduled for a jury trial on Tuesday, January 21, 2025, but during the hearing, he entered a change of plea as a part of a plea agreement with the Ward County State’s Attorney.


The animal cruelty, neglect and abandonment charges stemmed from the discovery of a deceased dog at a rental home in Surrey back in June 2020. A house cleaner found the deceased dog in a crawlspace in the basement with no windows or ventilation and alerted the Surrey Police Department.


According to court documents, the police had previously performed welfare checks on the property after receiving reports of “an awful smell” coming through the walls of the residence.


DAVIS was the listed renter of the home and when investigators interviewed him, he told them that he had been out of state in Florida and that the smell was caused by flooded water. He then denied that any dog was left at the home while he was away.


According to neighbors, DAVIS had not been seen at the home since March 2020, when he left for Florida without the dog. Neighbors also told investigators that no one had stopped by to care for the dog during that time.


It was determined that the Voiceless Victim died from a lack of access to food and water.


DAVIS was charged with Class C felony animal cruelty; animal neglect and animal abandonment, both Class A misdemeanors.


On Thursday, Judge Gary Lee handed DAVIS a 3-day-sentence in Ward County Jail, with credit for 3 days served. DAVIS was also ordered to pay $2,302 in restitution.


DAVIS has a long criminal history dating back to 1999 that includes aggravated assault, driving offenses, drug offenses, domestic violence, and disorderly conduct.

On July 18, 2024, DAVIS was arrested by the Minot Police Department for the murder of Mark Ramon McMillan.

The Williston Police Department arrested 26 -year-old RUTH LYNN STEVENS (pictured).

 

On August 16, 2024, officers were called after a Chihuahua was found in a business parking lot north of Williston.

The caller advised that STEVENS along with a man and a dog were outside the business, in the 7300 block of 2nd Avenue West, for approximately half an hour. According to the caller, an hour later, the dog was still there but STEVENS and the man were gone.

 

The responding officer found a male brown, black, and white long-haired Chihuahua whose private area was extremely swollen and red. The officer then noted that the Chihuahua had several rubber bands tightly wrapped around his testicular area.

 

The furvictim was taken to a veterinarian who found seven rubber bands tied around the Chihuahua’s testicles. The vet performed a scrotal ablation over concerns of infection.

 

On August 21, 2024, officers interviewed STEVENS who claimed she had lost her dog. She went on to say that an officer told her to use rubber bands to neuter her dog. When she was asked the name of the officer, she answered that she couldn’t remember and added that all officers look alike.

Eventually, STEVENS admitted to Googling how to neuter a dog and stated she did not worry about the pain or injury it would cause.

 

STEVENS was arrested and charged with one felony count of animal cruelty and a preliminary hearing is set to take place on October 9, 2024.

 

At the time of writing, online records show that STEVENS is being held in the Williams County Jail.

 

Court records show that STEVENS has several other active felony cases, including failing to register as a sex offender for having sex with a 13-year-old boy in 2020.

The Ramsey County Sheriff’s Department arrested 31-years-old BRANDON TYRELL ROGNESS (pictured), of Watford City.

 

According to the criminal complaint obtained by Voice For Us, on the morning of Friday, March 29, 2024, the sheriff’s office received a report about a dog locked in a camper with blood on his/her face and several other dogs suspected dead.

 

A deputy responded to 5047 91st Ave NE Crary to investigate. Upon arrival, the deputy saw “a dog sitting in the window of the camper.” As they got closer, they saw the skeletal remains of one dog and a half-eaten dog laying on what appeared to be a feces covered floor.

 

The deputy then contacted ROGNESS, the dogs’ guardian, and asked him to meet at the camper to help the surviving dog. When ROGNESS finally arrived in the afternoon from Watford City, he “admitted to knowing there was a deceased dog in the camper and believed another would not make it due to poor health”, stated the complaint.

 

According to the complaint, ROGNESS stated he checked on the dogs a week prior and had planned to check on them again the following weekend. He also stated he was unable to take care of the dogs and was looking to rehome them.

 

The surviving dog was removed and according to the deputy, it was apparent he was not in good health.

 

ROGNESS was taken into custody and booked into the Lake Region Law Enforcement Center on three felony counts of animal cruelty. At time of writing, records show ROGNESS is being held on a $3,000 cash-only bond. Court records show that ROGNESS is due back at Ramsey County District Court on April 15, 2024, at 9:00 a.m. before Judge Donovan Foughty.

 

Additional information about the Voiceless Victims was not released so I emailed the sheriff’s office and requested it. Should I receive a response, I will update the article accordingly.
