On the morning of Thursday, April 20, 2023, the Rhode Island Society for the Prevention of Cruelty to Animals (RI-SPCA) along with the Warwick Police Department and Animal Control agencies, responded to a home on 56 Powhatan Street to execute a search warrant in relation to possible acts of animal cruelty involving multiple cats and dogs.


In a news release the WPD said that upon arrival, officials learned that the animals had been removed from that property by their guardians. Police said the home was “in deplorable condition, and was subsequently condemned by the City of Warwick Minimum Housing.”


Thankfully, officials were able to locate the cats and dogs at a residence on 429 Seaview Avenue. According to the news release, officials found thirteen cats and two dogs who were then taken by the Warwick Animal Shelter.


Police said that officials were also able to capture the two black-furred wandering dogs, who made the headlines these past few days who were thought to be coyotes or wolf hybrids.

Police said the two dogs were also transferred to the Warwick Animal Shelter.


abc 6 identified the two roaming dogs, who were reportedly loose for five days, as Bella and Libby of 2 months of age.


Police arrested 29-years-old AMANDA BRAY and 32-years-old ANDREW SANVILLE (both pictured).

The pair were each charged with one count of animal cruelty, one count care of dogs, one count compulsory rabies vaccination, and two counts abandonment of animals.


abc 6 reports that officials said BRAY and SANVILLE were given the dogs by the original guardian “under the assumption they would be able to care for them.” Reportedly, both BRAY and SANVILLE admitted to be caring for Bella and Libby.


BRAY will be brought before a Bail Commissioner and released on Personal Recognizance with a 3rd District Court date of May 9, 2023.


SANVILLE was held as a probation violator and will be transported to 3rd District Court on April 21, 2023.


For days the Warwick Animal Shelter posted on their Facebook page appeals addressed to the public urging the community to not feed the “coyotes” and to keep the distance.


In one of several posts, the Warwick Animal Shelter wrote:

Spoke with Biologist Dr. Numi Mitchell this morning who has been tracking and studying coyote for years, she is a wealth of information.

1. First... yes they are coyote, not hybrids or dogs, their color is rare but not the first she has seen.

2. people need to STOP leaving food for them, THIS IS ILLEGAL...both at the City level and State level and results in hefty fines which officials ARE enforcing. It is illegal for a reason=everyone's safety including the animal!!!

3. leaving food = coyote stay around= endangering animals

4. feral cat colonies need to have their feeder stay while they eat and pick up dishes immediately after. There is also an ordinance for this which results in fines. Not only will the coyote eat the cat food they will eat the cats.

5. people who feed their own cats outside ...DON"T

6. STOP following them/gathering to video them etc. we do not want them to be comfortable around people!!!

7. DO NOT attempt to interact with them...they are NOT DOGS and someone will get bit. BITE= DEAD COYOTE.

On March 14, 2023, the Rhode Island SPCA responded to a call from Ocean State Veterinary Specialists about a dog who was brought to their facility deceased.


According to a press release by RISPCA obtained by Voice For Us, the dog, an elderly terrier mix, showed obvious signs of neglect. The furbaby had two very large tumors on his/her belly, substantial matting, and significant hair loss.


When the dog was brought in, the name of the guardian was not disclosed, so RISPCA Special Agent Law Enforcement Earl Newman, followed up on information provided when the dog was brought in for treatment. It turned out that 57-years-old DAWN ABBENANTE (pictured), of Pawtucket, was the dog’s guardian.


Attempts to get in touch with ABBENANTE were unsuccessful so a warrant was issued for her arrest. The Pawtucket Police Department took her into custody at her residence on Wednesday, March 22, 2023. Court records show that the same day, ABBENANTE faced Judge J. Patrick O’Neill for her arraignment on one felony count of unnecessary cruelty and one misdemeanor count of care of dogs. She was released on $3,000 personal recognizance.


ABBENANTE is expected back in court on June 14, 2023, at 9:00 a.m.

The East Greenwich Police Department arrested 40-years-old EUGENE MICHAEL MCQUADE (pictured).


For many of you, the name sounds familiar because this society’s vomit has abused innocent animals over and over again.


According to a police report obtained by Voice For Us, on March 2, 2023, police responded to MCQUADE’s home on Downing Street after receiving a report of a domestic violence.

Officers learned from MCQUADE’s girlfriend that he pushed her onto a bed and kicked her multiple times. The girlfriend told police that she and her 4-year-old son hid under the staircase and that they feared for their lives. A similar incident had happened a week prior, said the girlfriend.


Officers also learned that MCQUADE had a total of five dogs. Two puppies were found in a small crate inside the home and two more dogs were outside in a fenced in dog kennel who “appeared to be extremely aggressive”, stated the report. Police did not disclose information about the fifth dog. The poor furbabies were lying in their own feces and did not have any access to food or water. According to the report, “The water bowl that was provided to the two puppies had a dog tongue mark on the bottom of the bowl where it appeared the puppies were attempting to drink water.”

As stated in the report, “McQuade had a bite glove and an agitation bite stick in the same room of the two puppies in the same small crate.”

Animal control Officer Kelley Thurber responded to the residence and took custody of the dogs.


Police arrested MCQUADE and charged him with mistreatment or failure to feed animals, unnecessary cruelty to animals, and simple assault and battery.

Additionally, as a result of his conduct while he was in custody, MCQUADE was also charged with, disorderly conduct and two counts of vandalism.

Police said MCQUADE spat on the walls of his cell and threw wet toilet paper at the surveillance camera.


Court records show MCQUADE was arraigned on March 3, 2023. He was released on personal recognizance and ordered to have no contact with the victim.

MCQUADE is expected back in court on April 17, 2023, at 9:00 a.m. before judge James J. Caruolo.


Meanwhile, allow me to remind you that MCQUADE has abused innocent dogs in the past!

Between 2013, and 2018, MCQUADE has faced a combined twenty-six charges, including cruelty and mistreatment of animals, but all except one misdemeanor count was dismissed, allowing him to get some of the dogs back.


On January 20, 2018, MCQUADE was arrested and charged with eleven counts of animal cruelty after eleven of his dogs were found living in squalid conditions at properties he owned in Exeter and Coventry. The majority of those charges were dropped in a plea deal, all but two of his dogs were returned to him, and the case has since been expunged from his records.


According to an article by 10WJAR dated April 29, 2018, MCQUADE was charged in 2013, for mistreating animals, and in 2014, he was accused of controlling vicious dogs.


In June 2021, officials removed several dogs from MCQUADE’s home. (Voice For Us article)


As far as I am concerned, weak laws, despicable judges, and prosecutors open to negotiations continue to allow filthy individuals like EUGENE MICHAEL MCQUADE to abuse innocent and voiceless victims!

I strongly believe that it’s not sufficient to only expose animal abusers but we need to create a registry to expose those judges who let animal abusers walk free, who gift them with probation, and who do not apply the maximum sentence!

Let’s name and shame them ALL!
