On Thursday, January 23, 2025, in North Central District Court, 47-year-old DELON EVAN DAVIS (pictured), pleaded guilty to the charges of animal cruelty and theft in two separate cases.


DAVIS, of Minot, was scheduled for a jury trial on Tuesday, January 21, 2025, but during the hearing, he entered a change of plea as a part of a plea agreement with the Ward County State’s Attorney.


The animal cruelty, neglect and abandonment charges stemmed from the discovery of a deceased dog at a rental home in Surrey back in June 2020. A house cleaner found the deceased dog in a crawlspace in the basement with no windows or ventilation and alerted the Surrey Police Department.


According to court documents, the police had previously performed welfare checks on the property after receiving reports of “an awful smell” coming through the walls of the residence.


DAVIS was the listed renter of the home and when investigators interviewed him, he told them that he had been out of state in Florida and that the smell was caused by flooded water. He then denied that any dog was left at the home while he was away.


According to neighbors, DAVIS had not been seen at the home since March 2020, when he left for Florida without the dog. Neighbors also told investigators that no one had stopped by to care for the dog during that time.


It was determined that the Voiceless Victim died from a lack of access to food and water.


DAVIS was charged with Class C felony animal cruelty; animal neglect and animal abandonment, both Class A misdemeanors.


On Thursday, Judge Gary Lee handed DAVIS a 3-day-sentence in Ward County Jail, with credit for 3 days served. DAVIS was also ordered to pay $2,302 in restitution.


DAVIS has a long criminal history dating back to 1999 that includes aggravated assault, driving offenses, drug offenses, domestic violence, and disorderly conduct.

On July 18, 2024, DAVIS was arrested by the Minot Police Department for the murder of Mark Ramon McMillan.

On January 9, 2025, 43-year-old ROBERT MICHAEL PHILLIPS JR. (pictured), was sentenced after forty dogs were removed from his home on 7474 Kilbourne Road in Kingston Township.


It all started in April 2024 following a video that surfaced on social media showing the living conditions of the dogs. Delaware County Dog Warden Mitchell Garrett obtained a warrant from Delaware Municipal Court Judge Kyle Rohrer.


On April 7, 2024, the staff of the Delaware County Dog Shelter went to the home in question and removed forty dogs, most of them were Pitbulls or Pitbull mixes.


The poor souls were found tied with heavy chains living in mud and standing water with only blue barrels to shield them from the elements. Many of them were found to be underweight.


Mr. Garrett said it took about three hours to remove all the dogs and mentioned the assistance of the Humane Society of Delaware County, the Marion County Dog Warden’s Office, the Morrow County Humane Agent, and the nonprofit Rico Pet Recovery.


When officials arrived at the home, PHILLIPS was not present so no charges were immediately issued.


According to a press release by Jane Hawes, Director of Communications for Delaware County, Mr. Garrett stated: “Mr. Phillips has been known to us for several years. Previous visits had found only six dogs, all in good health. Complaints continued to come in, but, in recent years, no one would complete a witness statement that would enable the Dog Shelter staff to act.”


On the night of April 5, 2024, the staff of the Delaware County Dog Shelter received a statement “alleging many more dogs on the property than were previously known and that they had been observed in abusive conditions”, stated the release.

With the statement and the warrant, the team was able to enter PHILLIPS’ home.


PHILLIPS was later charged in Delaware County Municipal Court with thirty misdemeanor counts of prohibitions concerning companion animals.


On April 17, 2024, PHILLIPS failed to appear in court and a judge assigned custody of the dogs to the Delaware County Dog Shelter.


On January 9, 2025, PHILLIPS was sentenced to only fifty-one days in jail and nearly $3,000 in fines.

On December 5, 2024, Escambia County Circuit Court Judge John Simon sentenced 63-year-old LOIS ADAMS HALL (pictured), after she was found guilty of misdemeanor unlawful confinement or abandonment of animals and felony causing cruel death, pain or suffering of animals.


Animal Control responded several times to a property on Still Road where Officers found three horses who were being kept in a fenced yard. Animal Control Officers said the water troughs were empty, there was no shelter, and the field where the horses were being kept had no grass; “It is nothing but dirt”, reported one of the Officers.


The family on the property were repeatedly advised to take the horses to the veterinarian to be checked out but they disregarded the recommendations.

A neighbor told Animal Control that they stepped in and had been feeding and watering the horses.


On October 2, 2023, during one of Animal Control's visits at the property, Officers talked to HALL’s daughter and stressed that the horses needed to be checked by a veterinarian or Officers would remove them from the property. HALL’s daughter told officers that she told her mother that multiple times but HALL would not listen.


One of the horses, Ajax, was so emaciated that when he went down, he could not get back up. On October 23, 2023, Ajax was sadly euthanized to avoid further suffering.


Judge Simon gifted HALL with eighteen months’ probation and ordered her to not “own” any animals.
