On Saturday, December 2, 2023, Liberty police arrested 33-years-old BREIGH MECHLING (pictured), on an arrest warrant issued by the Warren city prosecutor’s office on November 30, 2023, for failing to appear in Warren Municipal Court on four misdemeanor counts of cruelty to animals.

It all started on Wednesday, November 29, 2023, when officers with the Howland Township Police Department responded to MECHLING’s duplex on Elisabeth Avenue. Police said that MECHLING took off when she saw police approaching. Officers met with a man who said that MECHLING had asked him to put her dogs somewhere, after she had been evicted, but when the man saw the condition the dogs were in, he realized he had to alert the authorities.

Police found three dogs and a cat.

One of the dogs was throwing up liquid and bile. The other two dogs were so emaciated that their bones were visible through their skin and one of them had open wounds. Officers also reported seeing bugs jumping on and around a cat who had been left in a crate.

The four Voiceless Victims were removed and placed in the care of The Healthy Hearts and Paws Project.

MECHLING was located at a motel on 4250 Belmont Avenue.

On the afternoon of Saturday, December 2, 2023, an officer on patrol had been checking the parking lot of the motel described as a “high crime area” known for human trafficking, gang activity, drug trafficking, gun crimes, fugitives, and other crimes.

The officer saw a woman, later identified as MECHLING and a man later identified as CHRISTOPHER FLYNN, carrying things from a SUV. The officer ran a check on the plate and learned that MECHLING had a warrant out for her arrest for four counts of animal cruelty.

When MECHLING was questioned, she had two other dogs with her.

Police also found methamphetamine in a purse containing MECHLING’s personal belongings.

On Monday, December 4, 2023, MECHLING appeared at Warren Municipal Court for her arraignment and she pleaded not guilty to the charges. Her bond was set at $2,500. MECHLING is expected back in court on December 15, 2023.

Jason Cooke, with The Healthy Hearts and Paws Project told WKBN that in total five dogs and three cats were removed from MECHLING and the shelter is now caring for them.

48-years-old CHARLES A. PARKS (pictured) is a deputy warden at the Trumbull County Dog Pound who is facing animal cruelty charges and unbelievably, remains employed by the county!

Animal Welfare League CEO Lori Shandor said in a statement that PARKS “failed to provide necessary care to the dogs housed at the kennel on at least two dates when he was the sole employee tasked with providing this care. Because of the employee and volunteer schedules at the Dog Warden facility, this meant that the dogs would have allegedly been without food, water, medication, and other care for at least 48 hours.”

Ms. Shandor said that AWL Humane Agents investigated this matter after receiving a complaint from the Executive Dog Warden for Trumbull County.

The statement goes on to say: “After reviewing records and hours of surveillance footage, Agents conducted interviews of witnesses and the suspect. As a result of this investigation, the Humane Department determined that a violation of law had occurred and four criminal charges of animal neglect were filed on August 29, 2022 in the Warren Municipal Court.”

Court records show that PARKS, of Sweetbrier Street, Warren, is facing two counts of depriving animals food and water, and two counts of animal cruelty. The charges are second degree misdemeanors and are punishable by up to only 90 days in jail and a meager $750.00 fine.

PARKS will face Judge Terry F. Ivanchak on Friday, September 9, 2022, at 9:00 a.m. for his arraignment.

Tribune Chronicle reports that PARKS has worked for the dog warden’s office since 2018, and I personally have doubts about his past behavior and treatment of the VOICESS VICTIMS in his care!

As reported by WFMJ, “A call to the Trumbull County Dog Wardens Office confirmed that Parks is still on the job as of Tuesday afternoon. The deadline to administer progressive action may have passed. Parks is represented by AFSCME, the American Federation of State, County and Municipal Employees.”

On Wednesday, June 8, authorities arrested 28-years-old BRANDON LEE MILLER (pictured) for abandoning his dog at a gas station in subfreezing temperatures.

The incident happened on March 12, when MILLER went to Fastrac gas station on Belmont Avenue in Liberty Township.

An employee told police that MILLER tied his dog to an air pump before going into the gas station to use the restroom.

According to the employee, when MILLER came out, he drove away leaving the dog behind exposed to severe temperatures. Police said it was 21 degrees at the time, but the wind chill made it feel like 7 degrees.

Employees let the furbaby into the gas station and alerted the police.

The furbaby was wearing a collar with a tag bearing the name Chino.

The Animal Welfare League of Trumbull County later took custody of the VOICELESS VICTIM.

On March 16, MILLER called police and claimed that Chino got loose. MILLER also told police he wanted Chino back as he is his emotional support animal.

According to MILLER’s version, he tied Chino outside so he could charge his phone inside the gas station and came out to find the dog was gone.

One wonders: “Why not leave Chino in the car with the heater on!?”

MILLER also told police he went into the nearby Denny’s to get out of the cold weather.

Police say they were on the scene for forty minutes when the dog was found, and no one came to claim him.

MILLER, of Youngstown, was arrested on one count of animal cruelty and booked into the Trumbull County Jail on a $2,500. He was released the following day after appearing in Girard Municipal Court before Judge Jeffrey D. Adler where he entered a not guilty plea.

Online court records show MILLER is due back in court on July 6, 2022, before Judge Jeffrey D. Adler.

The sources I consulted did not mention whether or not Chino was returned to MILLER so, before publishing this story I have sent out several emails to get that update.

I have emailed:

The Animal Welfare League of Trumbull County

Trumbull County Liberty Township Police Chief Toby Meloro

Police Secretary Marcy Orlando

Captain Ray Buhala

Detective Sergeant Michael Shuster

I have not heard back from the people listed above.

It is unclear whether Chino is still with the Animal Welfare League of Trumbull County or he has been returned to MILLER.
