Following an investigation launched in December 2024, into a complaint regarding a thin horse, the Volusia County Sheriff’s Office arrested 57-year-old TWILA EIMI GUZMAN (pictured), on February 27, 2025.


According to a press release by the sheriff’s office, back in December a deputy responded to a property on 6190 Winning Wood Trail in DeLeon Springs, after receiving a complaint regarding a thin horse on the property.


Upon arrival, the deputy saw a 26-year-old sorrel horse named Kash who was in “poor shape.” The deputy spoke with GUZMAN and she told the deputy that she was working to get medical care for Kash.


As deputies continued to monitor the situation, they learned that GUZMAN had scheduled for Kash to be seen by a dentist on January 16, 2025, and that she had canceled the appointment the day before. GUZMAN’s reason for cancelling the appointment was due to the fact that Kash’s condition had rapidly declined and she did not think it was a good idea to let the dentist work on him.


A deputy was able to meet with GUZMAN on January 29, 2025, to check on Kash’s condition and determined that it had not improved.


The following day, deputies with the VSO Agriculture Crimes Unit removed Kash and a white pony named Candy from a property on 1994 Cemetery Road in Seville, and from a property in Pierson deputies rescued a white horse named Marshmallow.


The three Voiceless Victims were taken to a rescue facility where a veterinarian completed an assessment on each one.


According to the press release, the vet reported that Marshmallow’s hooves appeared to be overgrown, and that he/she also had an “abnormal breathing rhythm.”


Candy’s evaluation showed that her spine, ribs, and hip bones were visible through her skin even with an abundance of fur. Candy was seen laying on the ground multiple times when she arrived at the facility for unknown reasons. The veterinarian noted Candy had an abnormally slow heart rate and abnormal breathing in her lungs.


As for Kash, just like Candy, his spine, hip, and rib bones were also clearly visible through the skin. His hooves appeared to be overgrown and in need of a trim. Additionally, the vet reported that Kash had “visible signs of thrush, a bacterial infection that occurs on the hoof of a horse.” Kash was found to be in “extremely poor condition with multiple abscesses through his hooves” and the vet said, “his life expectancy was very grim.”


On February 7, 2025, GUZMAN told deputies she did not wish to surrender her animals to the sheriff’s office.


As the investigation progressed, deputies determined that GUZMAN failed to provide basic care for the animals and a warrant was issued for her arrest.

GUZMAN was arrested on two felony counts of cruelty to animals and three counts of unlawful confinement/abandonment of animals without sufficient food or water. She was booked into the Volusia County Branch Jail and released after posting bond.

On the evening of Tuesday, August 15, 2023, deputies with the Volusia County Sheriff’s Office responded to a residence on Abbott Avenue in Deltona, after receiving a request for assistance from Deltona Animal Control.


In a press release, the sheriff's office explained that earlier that day, Animal Control officers took into custody two dogs after they had escaped their pen at the Abbott Avenue residence.

The two dogs are identified as a black female named Dolly, and a golden tan female named Buttercup.


According to the press release, “The officers were already familiar with the dogs from past escapes, but noticed their physical condition was worse than in the past.”


The sheriff’s office said that both Dolly and Buttercup were underweight, but Buttercup’s condition was “visibly concerning.” Buttercup’s hip bones, shoulder blades, and other bones were sticking out.


At the residence, officials found a third dog, a black male named Joker.


Investigators reported that “all bowls in the dogs’ enclosure were completely dry. A deputy found a hose and used it to provide Joker some water.”


As mentioned in the press release, that week temperatures climbed to 108 degrees.


Investigators interviewed the dogs’ guardian, 26-years-old ZACHARY MICHAEL CRAIN (pictured) and he said that “he had not bought food in about 5 weeks due to financial constraints.” In the video published by the Volusia County Sheriff’s Office, an animal control officer can be heard asking CRAIN: “When was last time that you, umm you weren’t able to like or that you actually gave them food?” To that, CRAIN answered: “The last time I gave them food would have been two or three days ago.” Please note how well-fed CRAIN looks !


A deputy then bought a large bag of Pedigree and personally took it to the residence. As stated in the press release, “The response to that gesture was captured in the attached body camera video.” Sheriff's spokesman Andrew Gant was too nice to comment on what happened but I do not have any problems telling you that CRAIN’s wife, who opened the door, called the deputy a “shitty cop” in the presence of her children!


The sheriff’s office said that deputies conducted a walk-through of the home to confirm that the kids were receiving proper nutrition and care and “Plenty of food was observed in the pantry and refrigerator. Pizza was also delivered to the house while deputies were on scene.”


Deputies arrested CRAIN on Tuesday evening and booked him into the Volusia County Jail on three felony counts of animal cruelty and three misdemeanor counts of unlawful confinement/abandonment of animals without sufficient food or water. He was released after posting a $9,000 bail.


Deltona Animal Control officers took in the Voiceless Victims who are now finally receiving all the care they need, deserve, and should have been given by their so-called family!


Court records show that CRAIN’s hearing is slated to take place on September 7, 2023, at 2:45 p.m.


It’s unclear whether charges will be filed also against CRAIN’s wife. I will email the Volusia County Sheriff's Office to inquire.


The Volusia County Sheriff’s Office advised: “Rather than cause pain and suffering to animals, and to avoid the risk of criminal charges, anyone who is unable to provide their animals with proper nutrition, care, or shelter is encouraged to contact Animal Control, Animal Services or a reputable rescue organization to arrange for a surrender.”

The Volusia County Sheriff’s Office arrested 65-years-old WAYNE MCCAMEY PREVATT (pictured) after four horses were found neglected and malnourished causing one of them to be euthanized.


In a press release, the sheriff’s office said that on July 8, 2023, deputies responded to a property on 2520 Duncan Road in Seville where they saw “two mares in a temporary enclosure bare of grass”. According to the release, the mares “were extremely emaciated and lethargic” and their bones were visible beneath their skin. One of the two mares “had dug a hole and was lying on the ground.” The sheriff’s office described the mares as a tan Palomino, and a brown and white paint.


Two other horses who were in a separate pasture were found to be slightly underweight. “All four suffered from malnutrition and lack of medical care, including eye, dental and hoof care”, said the sheriff’s office.


The horses were removed with PREVATT’s permission and rushed to be cared for by veterinarian Dr. Cindy Merrick.


The sheriff’s office said that PREVATT told deputies “he had fallen on hard times and was unable to care for the horses.” However, as rightfully pointed out in the press release, “the horses’ condition has likely been deteriorating over several months or years.”


The Voiceless Victims have been receiving around-the-clock veterinary care at an undisclosed facility in New Smyrna Beach. Both mares were found to be in pain with severely overgrown hooves, dehydration, and infections.


According to the press release, “On July 22, the vet reported that the condition of the horse known as H2 had worsened, with infections in her right front hoof and other nonrecoverable injuries and she was euthanized. The first mare, H1, remains in critical condition but her condition is improving daily.”


On the afternoon of July 26, 2023, deputies arrested PREVATT on four counts of unlawful confinement/abandoning animals, two counts of felony cruelty to animals, and two counts of cruelty to animals.

PREVATT was transported to the Branch Jail and was released a few hours later after posting a $6,500 bail. Court records show that PREVATT is scheduled to be arraigned on August 17, 2023, at 1:30 p.m.


As I was watching the video of the horses being rescued, I noticed a black dog. I emailed the Volusia County Sheriff’s Office to inquire about other possible animals present on the property and whether they were removed as well. The person who responded to my email said: “I don’t have any information about a dog.”


The sheriff’s office referred to the mare who had to be euthanized as H2. I took the liberty of naming the Voiceless Victim Azalea for the tribute image. Should her given name be made public, I will rectify it accordingly.
