The Beckley Police Department received an animal neglect complaint involving a residence on Wickman Avenue. The complainant had a video showing their neighbor throwing a dog down a set of stairs. The complaint advised that the dog was malnourished and appeared to have broken legs.

 

On August 16, 2024, an officer responded to the given address to investigate and upon arrival the officer made contact with a woman who said the dog was hers.

 

The officer reported that the dog was extremely malnourished and that his/her back legs were swollen and had open cuts. The officer further reported that the dog’s back legs appeared to not be working.

 

The officer also made contact with 27-year-old TRISTAN BLAINE WOLCOTT (pictured) and questioned him about the dog. WOLCOTT did not immediately give the officer his real name and identified himself as “Tristan Primeaux”.

 

According to the officer, during the interview WOLCOTT became “nervous”, was “apprehensive” and would not answer clearly.

 

One of the videos that the officer obtained from the complainant and that was dated August 16, 2024, showed WOLCOTT grabbing the furvictim, striking him/her, and throwing him/her down the stairs.

 

In another video, which was stamped August 8, 2024, the dog can be seen displaying obvious injury to his/her legs.

 

WOLCOTT was arrested and booked into the Southern Regional Jail on felony animal cruelty and misdemeanor obstruction of an officer.

 

At the time of writing, the Beckley Police Department has not responded to my several emails requesting information about the dog.

On June 20, 2024, the West Union Police Department filed a complaint against Pennsboro Police chief TRAVIS RAY SNUFFER (pictured via WBOY) accusing him of leaving his K9 Officer Judge in a hot car.

 

According to the complaint, SNUFFER “actually left his police K9 (Judge) in the backseat of his 2009 Dodge Charger police cruiser,” reported WBOY.

 

The news outlet further reported, “The complaint noted that the vehicle was ‘inoperableand that ‘all windows were open and no air conditioning was available’ and that the outside temperature ‘was between 85 and 90 degrees with hot sun shining over the vehicle’.”

 

Reportedly, while K9 Officer Judge was locked up in the hot vehicle, SNUFFER had left his West Union residence and went to Clarksburg.

 

SNUFFER was arrested on June 21, 2024, and charged with cruelty to animals.

On June 22, 2024, he pleaded not guilty. Two days later, he posted a $6,000 bond.

 

As reported by WBOY, SNUFFER’s significant other told them that K9 Officer Judge and SNUFFER’s previous K9, 13-year-old Officer Dexter, were taken and are safe.

West Virginia State Police arrested 44-years-old BILLY EDWARD CADLE III (pictured), who is facing charges in Kanawha and Putnam County.

CADLE, of Cross Lanes, is accused of first-degree murder in Kanawha County and burglary and animal cruelty in Putnam County.

 

On Saturday, March 9, 2024, Trooper Fisher responded to a burglary complaint at a residence in Poca where he was able to identify CADLE as the suspect in the investigation.

It also emerged that CADLE had killed two cats who were found inside the residence.

 

CADLE was located and taken into custody.

 

Meanwhile, authorities received a request for a welfare check at a home on Walnut Valley Drive in Cross Lanes where elements were similar to the report regarding the burglary in Poca. Troopers traveled to Kanawha County and inside the residence they discovered two dead dogs and a 53-year-old male who was also dead.

 

According to investigators, the circumstances surrounding both incidents led them to connect CADLE to both scenes.

 

CADLE is currently in the South Central Regional Jail.

In Putnam County, CADLE is charged with burglary during the day and two counts of animal cruelty. For these crimes his bail has been set at $50,000.

On the other hand, no bail has been set for killing the dogs and the man. Therefore, CADLE will remain in jail for now.

 

Police said additional charges are expected and the investigation is ongoing.
